I would like to share my opinion about Chaosarn and Lao Family Development with you all. I'm not associated with Chaosarn, Lao Family Development or any of you but this comment is so negative about Chaosarn and this individual non-profit agency. One thing that I know, Chaosarn is a son of our Iu Mien top leader in Laos. His name Chao means in Laos word is high ranking or prince. One thing that I know a positive about him, he is a founder of non-profit agency. This agency is to help needy family or unfortunate people that they are unable to seek basic need. His agency is running so succeffully and received funding from federal, states and local government and as well as private donation more than 2 million dollars annually. This is successful non-profit agency represent one thing for all of the people who are from Laos. Even you don't receive a penny from this agency, this agency is still Lao Mien as a founder. This is the legacy for our Lao Mien people in the U.S. need to continue to carry to the next generation.
For those who never have experience to organize non-profit agency, you shouldn't accuse some one. You all well known in the land of opportunity isn't a free labor. That means the agency should compensate for his salary. Every one has a right to do whatever you want to do, as long as legal business. I think he is operating his agency legally.
If you don't know how to open non-profit agency, I would recommend you arrange appointment to see him. If you respect him and ask him for help. I'm sure,he will have ideas to help you. If you have a curtesy attitude toward him, he will certainly treat you with dignity and respect. This means you will learn some thing from him. In other words, you have to earn a status. I know Chaosarn has earned his status since he was in Laos.
If you want to accuse him and compete with his agency, you have to challeng in court. This is warning to those who always want to destroy our coummunity and our people. Destroying yourself with out knowing it as the old saying.

Omg my relatives, friends & family are going crazy over rice...I guess they heard that there won't be anymore rice coming from overseas so once again they have stocked for rice...and some have said there out at all the asian stores and even costco. Three juveniles were in custody and a number of search warrants executed throughout Oakland early Tuesday in a major break in the case of the Halloween evening slaying of a 15-year-old girl in an Alameda park.
The boys, ranging from ages 15 to 17, were detained today in raids on two Oakland residences, Alameda police Lt. Art Fuentes said. The teens are accused of shooting Ichinkhorloo Bayarsaikhan in the back shortly after 10 p.m. Wednesday in what police described as a robbery gone wrong.
The Alameda High School junior was pronounced dead a short time after at Highland Hospital in Oakland.
Police Tuesday found several weapons and ammunition at the raided residences and are hopeful they have recovered the gun used in the murder, Fuentes said.
"We have recovered several items of interest from the residences searched and are processing the items," he said.
The suspects are not related but are friends, according to Fuentes. Police are searching for at least two more suspects and "will continue to investigate until we find all those responsible," he said.
Bayarsaikhan was with about 10 of her friends when a group of about five or six male teenagers approached them and demanded their valuables.
"This was an attempted robbery and unfortunately we lost the life of a 15-year-old young lady at the prime of her life," Fuentes said.
The shooting marked Alameda's first homicide this year and has stunned the community and its law enforcement officials.
"This case has touched this police department, the city and the city government to the core," Fuentes said. "We try to keep our emotions in tact when we are investigating these types of cases. Both professionally and personally, this case has touched many, many of us."
The Alameda Police Department is continuing to ask for the public's help in identifying those responsible for the shooting. The Police Department has set up a hot line that is staffed by an officer 24 hours a day.

SACRAMNENTO -- A spokesman for Assembly Speaker Fabian Nunez says Democratic leaders have agreed to key elements of Governor Arnold Schwarzenegger's health care reform plan, including mandatory insurance.
They embraced the idea while demanding some exemptions for people who are in financial trouble. Public programs also would expand to cover families earning up to 300 percent of the federal poverty level -- about $62,000 a year for a family of four.
Democrats also lowered the minimum amount employers must spend from their previous health care bill, which Schwarzenegger vetoed.
The new plan has a sliding scale for employers, with a maximum contribution of 6 percent. Spokesman Steve Maviglio says it also raises the tobacco tax by $2 a pack and imposes a tax on hospitals.

Sexual Predator Lures Teen To Fisherman's Wharf

SAN FRANCISCO -- A registered sex offender was in custody Monday after he was found over the weekend on San Francisco's famed Fisherman's Wharf with a missing 15-year-old Sacramento girl who police believe he met on the internet.
Authorities said the teenager disappeared from her Sacramento home Thursday, touching off a state-wide search following the discovery in her room of the phone number of 31-year-old Anthony Butler, a registered sex offender.
Despite the fact that her family did not have a home computer, authorities believe the pair had become acquainted on the internet and Butler has lured her away. Surveillance video from a Sacramento-area grocery store showed the pair together in a checkout line and then leaving in a cab.
The pair apparently fled Sacramento sometime over the weekend and headed to the Bay Area.
On Sunday, authorities said, the girl called her parents to report she was okay but did not want to return home immediately. She was tracked to the wharf where Butler was taken into custody as a "person of interest."
The girl was taken to a local hospital for a checkup.
"This is a serious wakeup call for not only my family, but any family," said Philip Watkins, the girl's uncle. "They (parents) need to be really careful with the Internet…There are guys out there pretending to be someone they are not and will destroy a family just like he did mine."
Authorities said Butler had not yet been charged with any crimes relating to the weekend on the wharf.

ALAMEDA, Calif. -- Grief was etched on Ichinkhorloo Bayarsaikhan's mother face and her lip quivered as she met with Bay Area reporters Sunday. A Halloween night gunman who killed the Alameda 15-year-old "took all of her (daughter's) dreams, all her wonderful dreams."
Uranchimeg Khishigdori, who among with her husband. Bayarsaikhan, brought her family to America from Mongolia just over 3 years ago in search of a better life, wrestled with her emotions and wondered how her daughter could possibly have been murdered while playing with her friends in a quiet Alameda park.
"Iko was my only daughter," Uranchimeg said. "She was the sweetest child. She always had a smile on her face, happiness surrounded her…She loved life. She shared her dreams with me."
Uranchimeg said her daughter saw the long hours her immigrant parents worked to provide a good life for their children and promised to someday help.
"She would tell me that someday soon, her father and I would not have to work so hard and long," the grieving mother said. "She said her goal when she graduated from school was to take care of us, her parents… She used say 'I will make you happy the rest of your life, dad and mom.'
"But I lost my sweetest daughter. The killer took all her dreams, her wonderful dreams…I wish every family to always stay happy, united and healthy…Never have to feel or go through what I feel now…Never have to lose any of their children."
Uranchimeg spend the rest of the news conference talking through an interpreter. When asked to describe her daughter's dreams, she said the teen wanted to follow in the footsteps of Food Network star Rachael Ray.
"She wanted to be a journalist," Uranchimeg said. "She wanted to travel the world and report on all the wonderful things.. She liked food… Rachel Ray was her favorite."
When asked how safe they felt it was in America, Uranchimeg said the family's initial dreams had been shattered long before her daughter's death.
"Our first impression was that this was a safe haven for everybody," she said through an interpreter. "But soon after we arrived here we realized that this area is not safe at all…Especially for kids…We tried to warn her…The kids here have access to guns and that's very dangerous."
Bayarsaikhan, a Alameda High School junior with a 3.3 grade-point average, was shot at the park, located at 799 Central Ave., shortly after 10 p.m. Halloween night. She was with about 10 of her friends, police say, when five or six Asian male teenagers approached the girls and asked for their valuables.
Bayarsaikhan initially ducked behind a tree, but was shot in the back as she tried to run away from the gunmen.
A nearby police officer conducting traffic control responded to the shooting within a few minutes, but the suspects had fled the scene on an Alameda-Contra Costa Transit District bus and exited in the vicinity of the Eighth Street bus station.
The Police Department has released two sketches of the suspected shooter. The shooting marked Alameda's first homicide this year.

Pedestrian Struck On 880; Commute Backed Up

OAKLAND -- One northbound lane of Interstate Highway 880 in Oakland was closed early Friday following a fatal collision that left a body sprawled in the road, according to the California Highway Patrol.
The crash occurred in the northbound lanes of Highway 880 just north of High Street at about 5:30 a.m., CHP Officer A. Paulson said. The incident forced the closure of the northbound No. 4 lane of the highway.
A Sig-alert was issued at 5:41 a.m. and there was no estimated time for when the closed lane would re-open, according to Paulson.
Big Rigs have been authorized to use Interstate Highway 580 in an effort to lighten the congested traffic.

ALAMEDA -- The fatal shooting of a 15-year-old girl in an Alameda park, the city's first homicide this year, has stunned residents and led its police force on an aggressive search for her killer.
Ichinkhorloo Bayarsaikhan, a junior at Alameda High School, was gunned down shortly after 10 p.m. on Halloween night in the playground area of Washington Park, located at 799 Central Ave., police said.
Police believe an attempted robbery led to the shooting, which may have been carried out by five to six Asian males who were not acquainted with Bayarsaikhan or a group of 10 friends she was with at the park, according to Lt. Art Fuentes.
A police officer issuing a citation to a driver near the park was confronted by a hysteric teenage girl who said her friend had been shot.
"There was no physical confrontation between the assailants and the victim nor the witnesses other than the gunshot," he said. "The victim and the witnesses took cover and they for whatever reason left their cover. That's when the second round of gunfire occurred and that's when the victim was hit."
Officers quickly converged on the park and found the 15-year-old girl in the playground area suffering from at least one gunshot wound. She was rushed to Highland Hospital in Oakland where she was pronounced dead.
Police believe the teens got away on foot, then hopped on an AC Transit bus to Oakland before boarding BART. The 12th Street station was shut down for about an hour, but the search turned up empty.
"Everybody is quite shocked at this tragedy," Fuentes said. "We have committed our full resources to this investigation."
Investigators Thursday "secured physical evidence from the crime scene, and are "following through with additional interviews," Fuentes said.
The bus the suspects may have been on was searched. Authorities found some fingerprints, but they weren't enough to lead cops to the killer.
Police are tacking on extra patrol cars in the area of Washington Park and a police officer was patrolling the area less than a block away from where the shooting occurred, Fuentes added.
Thursday at Alameda High School where Bayarsaikhan is a junior, the mood was somber as students remembered the quiet and kind girl they called E-Ko.
"I just saw her yesterday, and I can't believe what happened," said fellow student Itzel Diaz
Thursday night Alameda residents -- some who didn't know the victim -- left flowers as their way of dealing with a crime they just can't understand.
"It's just very sad that something like this happened here," said Alameda resident Darlene Elesigue. "My kids play here. I played here as a child, and to know that something tragic like this happened -- on Halloween of all things when kids are supposed to be celebrating -- it just really breaks my heart."
"I hope that her family knows that they are not alone," said fellow resident Terri Fallon. "Alameda is pretty close knit community. I want them to know that we are all hurting for them."

SPOKANE, Washington (AP) -- Washoe, a female chimpanzee said to be the first non-human to acquire human language, has died of natural causes at the research institute where she was kept.

Washoe, born in about 1965, reportedly taught sign language to three other chimps.
Washoe, who first learned a bit of American Sign Language in a research project in Nevada, had been living on Central Washington University's Ellensburg campus since 1980. Her keepers said she had a vocabulary of about 250 words, although critics contended Washoe and some other primates learned to imitate sign language, but did not develop true language skills.
She died Tuesday night, according to Roger and Deborah Fouts, co-founders of The Chimpanzee and Human Communications Institute on the campus. She was born in Africa about 1965.
She was taken to the veterinary hospital at Washington State University on Wednesday for a necropsy. Her memorial will be November 12.
"Washoe was an emissary, bringing us a message of respect for nature," Dr. Mary Lee Jensvold, assistant director of the nonprofit institute, said Wednesday.
The Fouts went to Central Washington from Oklahoma in 1980 to create a home for Washoe and other chimps.
"The entire CWU community and the Ellensburg community are feeling the loss of our friend, Washoe, one of our daughters," said CWU President Jerilyn S. McIntyre.
Washoe also taught sign language to three younger chimps who remain at the institute, Central Washington spokeswoman Becky Watson said. They are Tatu, 31, Loulis, 29, and Dar, 31.
Washoe was the only chimpanzee at the institute born in Africa and was the matriarch of the chimpanzee family. She was named for Washoe County, Nevada, where she lived with Allen and Beatrix Gardner of the University of Nevada, Reno, from 1966 to 1970.
Primate researcher Jane Goodall, in Roger Fouts' book "Next of Kin," noted the importance of the work with Washoe.
"Roger, through his ongoing conversations with Washoe and her extended family, has opened a window into the cognitive workings of a chimpanzee's mind that adds new dimension to our understanding," Goodall was quoted as saying.
In 1967, the Gardners established Project Washoe to teach the chimp ASL. Previous attempts to teach chimpanzees to imitate vocal languages had failed. Roger Fouts was a graduate student of the Gardners.
For Washoe to be considered reliable on a sign, it had to be seen by three different observers in three separate instances. Then it had to be seen 15 days in a row to be added to her sign list.
The Gardners tried to make Washoe's environment as similar as they could to what a human infant with deaf parents would experience. Researchers communicated with Washoe by sign language, minimizing the use of spoken words.
The Gardners said, for example, when Washoe entered their bathroom, she made the sign for "toothbrush" when she saw one.
But there was controversy over whether the chimp was really using ASL. Among those who doubted chimps could use language were MIT linguist Noam Chomsky and Harvard scientist Steven Pinker.
Chomsky contended that the neural requirements for language developed in humans after the evolutionary split between humans and primates. Pinker argued that primates simply learn to perform certain acts in order to receive rewards, and do not acquire true language.

ALAMEDA -- A 15-year-old girl was fatally shot in a quiet Alameda park late Wednesday night, setting off an intense manhunt for 5-6 Asian males including searches of BART subway trains by heavily armed police officers and tracking dogs.
Alameda Police Lt. Arthuro Fuentes said the shooting took place at around 10:12 p.m. in the city's normally quiet Washington Park. A police officer issuing a citation to a driver near the park was confronted by a hysteric teenage girl who said her friend had been shot.
Officers quickly converged on the park and found the 15-year-old girl in the playground area suffering from at least one gunshot wound. She was rushed to Highland Hospital in Oakland where she was pronounced dead.
The girl had been in the park with 10 friends and they gave officers descriptions of the shooters.
"We had some information that an AC transit bus may have been used as a getaway vehicle," Fuentes said. "We searched the potential stops of the bus."
Among those stops was the Oakland City Center BART Station. Heavily armed Oakland police officers assisted by tracking dogs searched trains for about an hour. However, the suspects remained at large early Wednesday.
The murder was Alameda's first homicide of the year.

(10-30) 21:09 PDT San Jose -- An earthquake with a preliminary magnitude of 5.6 and an epicenter in the South Bay shook the Bay Area at 8:04 p.m. tonight, rolling and jolting buildings so powerfully that it prompted some people to duck for shelter.
"I thought, oh my god, is this the big one? I felt rumbling around - I was talking on the phone to someone in the neighborhood. She said, I think it's my refrigerator! I kept yelling at her, no, it's an earthquake!" said Greg Clinton, in Westwood Park, near City College of San Francisco, who was sitting down, with his legs on a footstool at home.
In Palo Alto, the police and fire phone lines lit up with callers upset by the quake. Firefighters moved fire engines out of their firehouses as a precaution.
"It felt kinda bouncy in here. Fortunately we have no damage at all in our city," said Palo Alto police dispatcher Terry Andersen.
No reports of injuries or major damage were called in to police or fire agencies.
"It was a good shaking but it wasn't very sharp. It was not knocking-things-off-the-counter type shaking," Sgt. Bill King from Milpitas Police Department said.
The U.S. Geological Survey said the epicenter was five miles northeast of the Alum Rock neighborhood of San Jose. The epicenter was 5.7 miles deep.
Amy Clayton, a clerk at 7-11 in Milpitas, said the quake felt like it lasted a couple of minutes.
"Our mirrors started bouncing up and down - it broke a shelf in the backroom and it broke a jar of jelly," she said. "It could have been a lot worse."

A 19-year-old Savage man was charged with second-degree murder Tuesday for allegedly killing a woman who answered an online job posting for a baby-sitting job.
Michael John Anderson allegedly shot Katherine Ann Olson in the back and killed her, according to a criminal complaint filed in Scott County District Court. His bail was set Tuesday at $1 million.
Authorities said blood stains and drag marks were found in Anderson's home, and a .357-caliber Magnum was found in his bedroom. A neighbor saw Olson's gold Hyundai Elantra sitting in front of Anderson's house for over two hours on Thursday, the complaint said.

Olson had gone to Anderson's home to inquire about a baby-sitting job she had seen advertised on the popular Internet bulletin board, Craigslist. She believed she was answering an ad from a married couple who had just relocated to the Twin Cities.
Olson, 24, left her apartment in south Minneapolis on Thursday morning and never returned. Her body was found Friday night in the trunk of her car, which had been abandoned in a Burnsville park about five blocks from Anderson's home. Olson's purse and a bag containing bloody towels, one of which had Anderson's name on it, were found in the garbage nearby.
Anderson initially told police he had nothing to do with the murder, and he denied having phone contact with Olson. But cell phone records indicated he talked with her Thursday morning. Anderson also said he had not used Craig's List since January, but the e-mail address in the ad matched Anderson's. Anderson told police his mother and three friends had access to the account.
When confronted with evidence, Anderson then admitted he was there during Olson's murder, but that she was killed by a friend of his who "thought it would be funny," according to the complaint.
Olson was a 2002 graduate of Park-Cottage Grove High School, where she was co-valedictorian. She graduated from St. Olaf College in 2006.
Olson had taken nanny jobs at least twice before, including a job in Turkey, after answering online ads. Her family posted a letter on Facebook, saying that Olson had used Craigslist in the past to find "kindred spirits and opportunities." The family letter also said Olson loved children, and was involved in the church choir, a women's group and numerous outreach activities.
